2015 Maryland AFSP CE 16 Hour - Personal Income Tax Return including AFTR

In order to obtain the IRS Annual Filing Season Program record of completion, you will need to successfully complete our 18 Hour IRS Continuing Professional Education Tax Course (prorated for 11 hours for the 2015 tax season). To be in compliance with Maryland state law regarding continuing education, you need to successfully complete 16 hours of tax education every two years. Four of the 16 hours must be in Maryland state tax-related subjects, which is included in this course.  This 23 hour course (prorated to 16 hours for the 2015 tax season) will review the personal income tax return and includes 10 hours of federal law (prorated to 3 hours for the 2015 tax season), 5 hours of Maryland state-tax-related-subjects, 2 hours of ethics and 6 hours of Annual Federal Tax Refresher (AFTR) with a knowledge based comprehension test, per IRS guidelines.

IRS General Tax Preparer Requirements

Maryland-IRS Annual Filing Season Program Continuing Education Requirements

The Internal Revenue Service (IRS) requires individuals to possess a valid PTIN.  A registration issued by the Maryland State Board is required to prepare Maryland individual tax returns. The holding of a current, valid federal PTIN is the primary credential required for the issuance of a state registration. You must be at least 18 years old and hold a valid High School Diploma or GED.  The State of Maryland requires that Maryland Tax Preparers complete a minimum of 16 hours of continuing tax education CE every two years, by the anniversary date of the original registration issuance.   Once you complete our Maryland Continuing Professional Education Tax Course you will receive a Certificate of Completion.  Platinum will also provide you with an audit checklist of your CPE hours to provide to the Maryland Department of Labor Licensing and Regulation if they request it from you. The registration fee for the initial two year registration and subsequent bi-annual renewal is $100. The expiration date will be two years from the date of issuance.  In addition, the IRS requires non-credentialed or non-exempt tax preparers to complete 18 credit hours of continuing education including an Annual Federal Tax Refresher (AFTR) if they want to be IRS Qualified. 

Please note: The IRS Annual Filing Season Program record of completion is only available between June 1st and December 31st. Again, Platinum will then report your completion electronically to the IRS. Once the tax preparer has met all three requirements for the Internal Revenue Service AFSP (renewed their PTIN, taken appropriate amount of continuing education, completed and passed the AFTR course/test if required), a certificate will be available in the PTIN holder's online IRS account for printing. Any "unenrolled" preparer not already bound by Circular 230 will need to sign an agreement to follow sub-part b of Circular 230 before being able to print the record of completion from the Internal Revenue Service. There will be no cost to the preparer for the AFSP record of completion. The IRS will then list AFSP tax preparers in their public database including the tax preparer's credentials.

Maryland law requires that applicants for registration pass an examination, Section 21-302(e) of Title 16, Business Occupations and Professions, Annotated Code of Maryland.  Maryland law requires that applicants for registration pass an examination, Section 21-302(e) of Title 16, Business Occupations and Professions, Annotated Code of Maryland. The new Maryland Examination will be available on October 1, 2014. The deadline for passing the Maryland Examination is December 31, 2015. After that date, passing the examination will be required before making application for registration. Current registered tax preparers will have until December 31, 2015 to take and pass the Maryland exam. The cost of the Maryland Examination is $65. Those tax preparers who have taken and passed the RTRP exam given by the IRS do not have to take the Maryland exam, but must submit a copy of their RTRP Certificate issued by the IRS or the letter of passing results as proof. About the Maryland-IRS Annual Filing Season Program Continuing Education Tax Course

The IRS Annual Filing Season Program (AFSP) CE Tax Course includes six hours of the Annual Federal Tax Refresher (AFTR) course with comprehensive test (IRS course #JK8E2-A-00038-14-S), ten hours of federal tax law (prorated to 3 hours for the 2015 tax season) (IRS course #JK8E2-T-00039-14-S), 5 hours of Maryland state-tax-related-subjects and two hours of ethics (IRS course #JK8E2-E-00024-14-S), per the required IRS guidelines. The Internal Revenue Service and Maryland require an individual to possess a valid PTIN as well to complete 22 credit hours of continuing education (CE) annually by December 31st (prorated to 15 hours for the 2015 tax season) using an IRS Approved Provider to maintain and receive the Annual Filing Season Program record of completion.  Our IRS CE Tax course meets the IRS/Maryland requirement.

The IRS CE 23 hour tax course (prorated to 16 hours for the 2015 tax season) is actually four tax courses in one. Tax Course #1 covers the personal income tax return, form 1040. Topics include non-business income, adjustments to income, credits and tax payments and provides ten hours of CPE credit (prorated to 3 hours for the 2015 tax season). Tax Course #2 covers ethical issues for the tax practitioner. Issues involving the possession of tax records, charging of fees for the preparation of taxes and when is a tax practitioner acting in a disreputable or incompetent manner, are reviewed and provides two hours of CPE credit. Tax Course #3 is the Annual Federal Tax Refresher Course and covers IRS required subjects divided into three domains.  Domain 1:  New Tax Law and Recent Updates.  Domain 2: General Review.  Domain 3: Ethics, Practices and Procedures.  Tax Course #4 includes not only the basics such as forms, filing status, dependents, exemptions and deductions, but also adds taxable and nontaxable state income, credits, adjustments to income, deductions and business income. In addition, students will learn specific state tax laws regarding issues like part-year and nonresident issues, community property rules, and domestic partners. The four combined courses will meet the IRS/Maryland requirement for the number of CE credit hours. The reading material is built within the course with an option to print it out if you prefer to work offline.  This includes the required The AFTR Course comprehensive test which is a 100 question, timed test (3 hours maximum time limit).  All quizzes and tests must be passed with a score of 70% or better in order to successfully complete the 23 hours of CPE credit (prorated to 16 hours for the 2015 tax season).
